Checking ESOL funding and NRPF conditions

Free tuition requires an individual assessment

ESOL fees depend on the provider, funding scheme and your circumstances when learning begins. “Free if eligible” means that conditions must be checked. Unemployment, a particular passport or time spent in the country alone does not settle the question.

London providers use the GLA Adult Skills Fund rules for 2026–27 ↗. Funding for ESOL up to Level 2 involves, among other criteria, unemployment or earnings below the relevant London Living Wage earnings threshold. General eligibility, including the applicable residence category, must also be met. Other areas and funding years can have different rules.

Understand no recourse to public funds

The GLA expressly explains that education and education funding are not public funds for this purpose. An NRPF condition therefore does not, by itself, prevent funding. Equally, it does not create eligibility: immigration category, residence history and the other requirements still matter.

Do not assume a universal rule that all courses become free after three years. Categories have distinct requirements and exceptions. Ask the college’s funding team to identify the basis of its decision for your circumstances rather than relying on another learner’s experience.

Prepare the requested evidence

Ask whether the provider needs identity and immigration evidence, address and residence dates, payslips or evidence of a relevant benefit. If self-employed, establish what evidence it accepts instead of payslips. Submit only what is requested through an official channel.

Explain any recent income change or apparent inconsistency before enrolment. The provider should establish the applicable rules rather than ask you to select a convenient category.

If funding is refused

Request a written explanation, the full paid fee and details of reconsideration if you supply further evidence. Compare community ESOL, local adult education and short non-qualification classes. Check exam and material charges separately. Avoid entering a paid agreement based only on a verbal promise that fees will later be refunded.
